Collins & Lacy, PC is pleased to announce that founding partner, Joel W. Collins, Jr., was a featured speaker at the recent American Board of Trial Lawyers conference in Lisbon, Portugal. The ABOTA-sponsored conference, Judges and Attorneys in Interaction: The Commonalities and the Differences in Portuguese and American Legal Systems, was conducted on May 14th at the auditorium Cardenal Medeiros at the Catholic University Law School in Lisbon. The format of the conference was designed to present an in-depth study of the American legal system, and included an actual demonstration of a jury trial.

The South Carolina Department of Transportation Commission (SCDOT) has unanimously elected Henry H. Taylor of Lexington as Vice Chairman at the Commission's monthly meeting in Columbia on June 19, 2008. Henry Taylor has represented the 2nd Congressional District on the SCDOT Commission since March of 2007. Taylor also serves as Chairman of the Commission's Finance Committee.
1977
Orangeburg attorney Michael P. Horger was installed as a member of the South Carolina Bar's Board of Governors on May 8, during the Bar's House of Delegates meeting at Francis Marion University in Florence. He has served in many positions for the South Carolina Bar, including member of the Ethics Advisory, Legislative Counsel, Nominating, Lawyers/Physicians Relationship and Practice and Procedure Committees. He has served as a member of the House of Delegates since 1991. He has also served on the S.C. Supreme Court's Commission on Continuing Legal Education and Specialization and as state vice chairman of the America Bar Association's Rules and Procedures Committee. Horger is also a member of the Orangeburg County Bar Association, serving as president from 1982 to 1983. He was awarded the Order of the Palmetto in 1974.
1979
Justice John Kittredge, 51, was elected in February by state lawmakers to replace James Moore, who is retiring after 17 years on the high court. He took his place on the South Carolina Supreme Court on Wednesday, June 18.
1981
South Carolina Republican Party Chairman Katon Dawson announced Warren Mowry as Executive Director of Victory 2008. Victory 2008 will be the South Carolina Republican Party's coordinated effort to elect Republicans to local, state and federal office. Mowry was Upstate Field Representative for Lindsey Graham's 2002 campaign for U.S. Senate. He also served as Chairman of the Greenville County Republican Party from 1999-2001. Mowry was a prosecutor for South Carolina's 13th judicial circuit from 1982-1994.

S. Lester Tate III of Cartersville, a native of Cedartown, was installed as treasurer of the 40,000-member State Bar of Georgia on June 7 during the organization's annual meeting at Amelia Island, Fla., having been re-elected to the office he held last year. With more than 20 years of litigation and courtroom experience, Tate has also served on the State Bar's Board of Governors and the Executive Committee. He is a Fellow of the Lawyers Foundation of Georgia and a member of both the Georgia Trial Lawyers Association and the Association of Trial Lawyers of America.

Spartanburg attorney James Fletcher Thompson recently received Hague approval through the Council on Accreditation. The approval means that Thompson substantially complies with the standards of the Hague Convention, a treaty created to ensure that inter-country adoptions are in the best interests of children and to prevent abduction, exploitation, sale or trafficking of children.

The Senate, by unanimous approval, has confirmed the nomination of Major Mark A. Keel as Director of the Department of Public Safety. The appointment is for a four-year term and will expire on February 01, 2012. Keel, 50, is currently serving as the Assistant Director and Assistant Chief at SLED, where he has served since August of 1979. Keel is a lifelong resident of South Carolina, who grew up in Barnwell County.

The White House announced the President's appointment of 14 White House Fellows, selected by the President's Commission on White House Fellowships, to participate in America's most prestigious fellowship program for leadership development and public service. One of them, David Rawlinson, is a graduate of the USC School of Law. David served as the class commencement speaker at his recent graduation from Harvard Business School where he earned his M.B.A. While attending Harvard, he served as the Editor-in-Chief of the Harbus, the historic Harvard Business School weekly. Prior to enrolling in business school, David practiced with the law firms of Locke, Liddell & Sapp and Kirkpatrick & Lockhart Nicholson Graham (K&L). His practice included representing Fortune 100 companies before domestic and international agencies and courts. David served as the associate representative to K&L's management committee. He frequently presents on subjects related to his legal expertise, including submitting testimony to the U.S. Congress. David was appointed in 1997 to the White House Conference on Youth, Drugs, and Violence. He also served on the Dallas Tax Increment Finance Board, graduated from Leadership Dallas, and is a Truman Scholar. He has also served on numerous non-profit boards of directors, including the board of Bryan's House, a pediatric HIV/AIDS organization.

Glenn Mondrae "Monty" Bell, 27, a Hartsville native, is a new judge-magistrate for Darlington County. He began his duties on Monday, June 23. Bell will be one of the youngest magistrates in South Carolina. Bell was appointed to the magistrate position by Gov. Mark Sanford. Since graduation, he has been working with the Fourth Judicial Circuit Solicitor's office focusing on criminal domestic violence cases.

1971
William Edwards Hancock III died Tuesday, June 10, 2008. He had been a legislative assistant to Senator Thurmond in Washington, D.C., and was a medic in the Army Reserve. Mr. Hancock was the general manager for Hancock Motor Company from 1972 - 1984 and president from 1984 - 2007. He was a member of the National Automobile Dealership Association, a member of the South Carolina Automobile Dealers Association and a board member of First Citizens.
1978
James Edward Chaffin Jr., passed away Friday, June 20, 2008. He served in the U.S. Navy from 1967 to 1971 and was stationed at Cam Ranh Bay in the Republic of Vietnam. He was a founding member of the South Carolina Vietnam Veterans and Vietnam Veterans of America Chapter 303, and he was a member of American Legion Post #6. He was instrumental in the design and construction of the S.C. Vietnam Veterans Memorial and in the creation of Memorial Park in Columbia, SC. He practiced as an Attorney for the State of South Carolina and most recently was engaged in private practice. He was a member of Mt. Hebron United Methodist Church.
1985
Harriet McBryde Johnson, a champion of the rights of the disabled who came to prominence after she challenged a Princeton professor's contention that severely disabled newborns could ethically be euthanized, died at her home in Charleston, S.C. She was 50. Harriet Johnson represented the disabled in court, lobbied legislators and wrote books and articles that argued, as she did in The New York Times Magazine in February 2003, "The presence or absence of a disability doesn't predict quality of life."
